You are looking at "Monitoring" components.
The service state controller is an "Alerting" add-in.

Specifically:
From the [link=http://www.ipsentry.com/htmlhelp5/IPSENTRY/device.general.htm][u][color=#800080]Entry Editor[/color][/u][/link], select the Alerts tab, then the Add-In Tab, click Add and select the Service State Controller.
Click on the Configure button.
