IPSentry can monitor memory usage of a specific process through the Performance Counter Monitoring Add-in by selecting the Process Object, Private Bytes counter, and the instance of the application.
The NT Service Control add-in can be used to start, stop, or restart system services on local and remote computers based on the state of the device to which the alert is tied.
As for killing a specific process (not a service), you would want to configure the Launch App alert to perform TASKKILL.
(At the command prompt, type TASKKILL /? for the syntax).
