The runtime error 50003 is related to system files being updated to versions lower than what IPSentry is designed to use. While it shouldn't occur, some installers can overwrite system files.
This is also a cryptic error from MS as it does not filter to the application itself. Instead, the O/S generates the error and stops the process.
Which specific version of IPSentry are you running?
The new installer for version 5.4 has some specific identifiers in the installer to ensure the correct libraries are installed.
